In the 2026 Leadership Compass for Identity Governance and Administration (IGA), KuppingerCole recognizes Okta as a Leader in all four leadership categories: Overall, Product, Innovation, and Market. Their evaluation also gives Okta Identity Governance near-complete maturity ratings across all 12 capability dimensions assessed, from identity lifecycle management and workflow orchestration to access intelligence, audit, and policy management (1).

The job IGA platforms are being asked to do has changed. We've been investing for years in a single unified platform that governs every identity in the modern enterprise: workforce, partner, and increasingly, AI agent.

Why identity governance matters more than ever

Governance has moved beyond employee access reviews. Three forces are driving it.

  • AI agents have moved from prototype to production. Many now hold the kind of access historically reserved for human employees, often with no joiner/mover/leaver process behind them and no human owner accountable for what they do. Per Okta's AI at Work report, 92% of organizations are already deploying agents with access to sensitive systems.

  • Non-human identities now outnumber human identities by 45:1. Service accounts alone grew 650% year-over-year in centrally managed enterprise environments (2).

  • Identity is now the dominant breach vector, and the AI agent buildout is widening the surface fast. More than 80% of breaches stem from identity-based attacks (3). Every new agent deployed without governance is another credential to steal, another standing privilege to exploit.

KuppingerCole describes the next-generation model for IGA as one that "emphasizes dynamic, real-time, and continuous governance rather than periodic and static control mechanisms," and that "extends governance beyond human identities to AI agents and autonomous systems." Okta is being recognized as the platform that delivers continuous governance across human, non-human, and AI agent identities today, with a roadmap that goes deeper.

What KuppingerCole recognized about Okta Identity Governance

1. A unified identity platform

Okta delivers governance, access management, and threat-aware controls together from a single platform. The architecture is SaaS-native and microservice-based, available as multi-tenant, isolated single-tenant, private cloud, or US Government Community Cloud, with FedRAMP High among its certifications. The outcome is one source of truth for every identity, human and non-human alike, and KuppingerCole highlighted this integrated approach as one of Okta's core strengths.

2. Modern lifecycle automation, at unmatched ecosystem scale

KuppingerCole recognized Okta's 770+ SCIM-integrated applications as a strength. That SCIM ecosystem has since grown to nearly 900 applications (4), over 3× the connector breadth of the leading IGA competitor. Combined with Okta Workflows for low-code orchestration and event-based provisioning, lifecycle works the same way for every identity type: employees, contractors, partners, service accounts, and the AI agents your teams are deploying.

3. Practical, security-driven access governance

KuppingerCole called out Okta's group-based application certification approach as a "practical differentiator." Most IGA platforms ask customers to model abstract roles before they can certify access, kicking off months-long role-mining projects that often don't survive contact with reality. Okta grounds governance in the applications and groups customers actually run today. Pair that with event-driven certifications, security-triggered access reviews, fine-grained entitlement bundles, and SoD enforcement during requests and certifications, and governance moves from periodic audits to continuous, signal-driven control.

4. Self-service that scales

Self-service runs on a catalog-style request experience on web and mobile, with support for requests on behalf of others, time-bound access, and delegated administration. KuppingerCole singled out Okta's delegated administration and approval capabilities as a notable strength. Step-up authentication and ABAC, RBAC, risk-based, and privilege-based access models layer policy on top. The result is least privilege without grinding the business to a halt.

5. Governance for non-human and AI identities, with a roadmap that goes deeper

AI agents and non-human identities deserve the same governance as humans: discovery in Universal Directory, a verified human owner, just-in-time and least-privilege scope, automated certifications, instant revocation when something looks wrong. KuppingerCole credited this support as a strength and pointed to Okta’s roadmap for enhanced governance for AI agents and NHIs as a forward-looking commitment. Same lifecycle. Same audit trail. Same governance fabric, extended to every machine and AI identity in your environment.
